What is Scientific Panel?

In practice, a scientific panel is a group of subject-matter experts that may review model evaluations, safety evidence, validation results, or dispute questions where technical judgment is needed. Organizations use panels to strengthen governance around high-risk AI, frontier models, clinical or safety-critical use cases, and other deployments where internal teams need an independent layer of expertise before approving release or continued use.

For compliance teams, the value of a scientific panel is that it creates a structured, auditable mechanism for reviewing complex technical issues and recording the basis for decisions. That documentation can be important in conformity assessment, risk management, incident investigation, and regulatory inquiries, especially where regulators expect evidence of expert oversight and reasoned controls.

Scientific panels are not a standalone legal requirement in most regimes, but they are consistent with the governance expectations found in the EU AI Act, ISO/IEC 42001, NIST AI RMF, and assurance-oriented frameworks used in regulated sectors.
